Lack of parking places and traffic congestion are traditonally annoying problem of all metropolises. City councils have different methods of solving these problems. They apply various measures and regulations, some of them being rather strict. For example, in London and Stockholm just driving into the city centre is charged. In most european cities occupying parking places in the streets is time limited.
Belgrade is not exception to the rule and this fact is confirmed by the Study of parking features carried out by Traffic University Institute. Reffering to the City planning blueprint of Belgrade for the year 2021, the authors of the Study state that based on the expected values: residents’ mobility, the degree of motorization and travel space distribution, the number of simultaneous demands for parking places in the central zone of Belgrade (‘the circle of no 2’) will be 20.000. by the year 2021.
With a view to solving this problem in the city center, the zones with a time limit have been introduced, while at a few car parks and in city area with lower traffic frequency zones without a time limit have been launched.
Dividing the city centre into the zones with the time limited parking and a tariff system for payment of parking, by the Order of public car parks of Belgrade City Council (18/03 of 07.07.2003), is in effect in the city centre as of 21.11.2003.
Zones with a time limit were first introduced in the very city center - at a city area encircled by tramway 2 tracks (streets: Karađorđeva, Pariska, Tadeuša Košćuška, Cara Dušana, Džordža Vašingtona, 27. marta Street, Kraljice Marije, Bulevar kralja Aleksandra, Beogradska and Nemanjina) and they were divided in three zones. Due to positive results since 2006 the system have been launched in the other parts of the city which have a permanent problem with a lack of parking places.
The parking time is limited to 60 minutes in the first (red) zone, 120 min in the second (yellow) and 180 min in the third (green).
In zone designated areas charging of fee for using a public car park will be conducted between 07.00 to 21.00 during the weekday and from 07. to 14.00 on Saturday.
After the parking time expires, the client cannot park the car in the same zone in the next 30 minutes.
A zone without a time limit enables a driver to pay for the parking as many hours as they wish. Parking is charged per hour or by buying a several hours parking ticket.
