There are a significant number of people living in the city centre which is also a business centre of Belgrade. It would be too expensive if they had to comply with the normal tariffs for parking. Belgrade City Council Order classifies the residents who live in the centre as a category of privileged users who are able to submit applications and purchase privileged parking tickets at JKP ‘Parking Servis’.
Privileged parking tickets
As of 05.07.2007. privileged parking stickers were cancelled and new electronic privileged tickets were introduced.
A privileged ticket is issued only for the vehicle which is in applicant’s ownership. Privileged tickets for the residents and disabled persons who live in a zone area are issued only for the zone they live in. It means that individuals who live in, for example, the red zone will be given a privileged ticket only for that zone where they will be able to park their vehicle without the time limit. The residents of the particular zone can park their car without the time limit only if they find the parking place themselves in the zone they live. Only one privileged ticket can be issued to one individual (including disabled persons) and it can be used just for the vehicle the ticket was issued for.
Privileged ticket owner from the ‘circle of the no. 2’ (the most central part of the city) has the possibility of parking without paying only in the ‘circle of the no. 2’ for which she / he has the privileged ticket. When parking in a zone area outside the ‘circle’ the resident is in obligation to pay for the parking and respect the time limit.
Also, privileged ticket owner outside the ‘circle of the no. 2’ has the possibility of parking without paying only in zone areas outside of the ‘circle’, while inside the ‘circle’ the user has to pay for parking as well as respect the time limit.
All persons, who in their ID cards have the address of residence in zone areas and have a vehicle, which is confirmed with the data from their driving licences, are eligible to receive a privileged parking ticket.
The price of a monthly privileged ticket for the residents is 457.00 dinars, while the tickets for the disabled persons are free of charge.
Upon privileged ticket expiry, the owners should bring their ID card and driving licence to inspection to the JKP 'Parking Servis' counter in Starine Novaka 22 Street, working hours Mon-Fri 07-21h, Sat 07-14h or in Kraljice Marije 7 and Milesevska 51 Street, working hours Mon-Fri 07-21.15h, Sat 07-14.30h.
Disabled persons are also eligible for DPTDisabled parking ticket can be obtained if you have a valid certificate which is issued in City Department for war veterans and disabled persons in 27. March 43-45 Street, if this is your first request for DPT. If the user already has the DPT from the previous year it is sufficient to bring his / her ID card and a driving licence. If the user used to have DPT but not in the previous year it is necessary to go to the City Department for war veterans and disabled persons first. The same is valid id the DPT owner changes the vehicle.
Legal entities whose head offices are located in the zone areas are also entitled to a privileged ticket. The privileged tickets are issued to this category of users on a annual, semi-annual, quarterly and monthly basis. In this instance also the privileged tickets are valid only for a particular zone (the zone where the business premises of the legal entity are located) and enables the user to occupy the parking place without the time limit, but does not guarantee a free parking place. The privileged ticket which is valid inside the ‘circle of no. 2’ cannot be used outside this area and vice versa.
By Regulation of public car parks it is allowed to issue a maximum number of 3 privileged tickets (PPT) per an entity. They can be issued for the vehicles which are owned by the company or one can be issued to the person employed with the company and the others for the company’s vehicles.
