Lack of parking places and traffic congestion are traditonally annoying problem of all metropolises. City councils have different methods of solving these problems. They apply various measures and regulations, some of them being rather strict. For example, in London and Stockholm just driving into the city centre is charged. In most european cities occupying parking places in the streets is time limited.
Belgrade is not exception to the rule and this fact is confirmed by the Study of parking features carried out by Traffic University Institute. Reffering to the City planning blueprint of Belgrade for the year 2021, the authors of the Study state that based on the expected values: residents’ mobility, the degree of motorization and travel space distribution, the number of simultaneous demands for parking places in the central zone of Belgrade (‘the circle of no 2’) will be 20.000. by the year 2021.
The number of parking places in the central zone does not meet the needs of the users who have to park in the centre (residents and visitors who come to the city for one of numerous reasons as regards to its various functions).
The discrepancy between the number of demands and available places alongside with the poor management resulted in parked cars in Belgrade occupying a part of street profiles normally intended for the free traffic flow. In the very city centre – 77% of all parked cars totally or partially jeopardize pedestrian traffic i.e. pedestrian safety. Parking your car in the streets which are used by public transportation vehicles can cause a travel speed decrease because it takes longer to enter and leave a parking place, endangers traffic safety and deteriorates the quality of public transport.
One of the solutions to the above situation is to divide the city centre into the zones with the time limited parking and to launch a tariff system for payment of parking.
By the Order of public car paks of Belgrade City Council (18/03 of 07.07.2003) this system is in effect in the city centre as of 21.11.2003.
The area which is encompassed by the tramway line no. 2 (within the area surrounded by the following streets: Karadjordjeva, Pariska, Tadeusa Koscuska, Cara Dusana, George Washington, 27 March Street, Queen Marija, King Aleksandar Boulevard, Beogradska and Nemanjina) is divided into 3 zones with the time limit. In zone designated areas charging of fee for using a public car park will be conducted between 07.00 to 21.00 during the weekday and from 07. to 14.00 on Saturday. The parking time is limited to 60 minutes in the first (red) zone, 120 min in the second (yellow) and 180 min in the third (green).
After the parking time expires, the client cannot park the car in the same zone in the next 30 minutes.
As of 29.05.2006. under the Regulation of public car parks of the City Traffic Deparment, the zone parking system with the time limit is launched in the area surrounded by thr following streets: Savska, Bulevar Oslobodjenja, Nemanjina and Frans D’Epare.
This area is divided into two time limited zones: the yellow zone – surrounded by the streets Savska, Kneza Milosa, Nemanjina and Drinska. The green zone – surrounded by the streets Knez Milos, Bulevar Oslobodjenja, Nemanjina and Frans D’Epare.
